Roof Replacement in Austin, TX
Replacement is what most roof permits in Austin actually are: 6,985 of the 14,734 in the record describe a reroof, a replacement or a new roof. It is the largest single category by a wide margin.
Everything below comes out of the City of Austin’s own building permit file and the Texas business register. Both are public records, and neither is what the advertising is based on.

When replacement beats repair
Three tests, and any one of them is usually enough. The damage is spread across more than one slope. The roof is past fifteen years, which in Central Texas is where asphalt starts to go regardless of how it looks. Or a repair would mean paying for access, scaffolding and disposal on a roof that will need all three again within a couple of years.
Against that, a roof under ten with damage confined to one area is a repair, and a contractor who quotes a full replacement for it should be able to explain why in terms of the roof rather than in terms of the price.
What has to be in the written scope
This is where money is won and lost, because the difference between two quotes is almost never the shingle. It is what surrounds it:
- Tear-off or overlay, and how many existing layers come off.
- Decking replacement — included at a stated rate per sheet, or extra. This is the number one source of a final bill exceeding the quote.
- Underlayment: felt or synthetic, and what goes in the valleys.
- Ice and water shield at the valleys and penetrations.
- New flashing at every chimney, wall and vent. Not reused.
- Ventilation: what is being kept, replaced or added.
- Drip edge at eaves and rakes.
- Who pulls the permit, and whether it is in the price.
- Cleanup, including a magnet sweep for nails.
- Warranty, split explicitly into labour and material.
A quote that is one line and one number is not a quote. It is a starting position.
Squares, not square feet
The trade prices in squares: one square is 100 square feet of roof surface. A typical single-storey Austin house runs somewhere around twenty to thirty. If a quote does not state the number of squares it covers, you cannot compare it with another quote, and you should ask before anything else.
Full replacement permits, year by year
The busiest year was 2024, with 550. Peaks in a single category are worth reading: a spike in replacement work follows hail, while a spike in repair work usually follows a run of dry, hot summers that finish off roofs already near the end.

Where full replacement gets done
These five ZIP codes account for the largest share. That is partly housing density and partly the age of the stock — and where one category clusters, the contractors nearby have usually tuned themselves to it.

What this costs in Austin
Austin’s permit file holds 600 residential jobs that are roof work and nothing else — not remodels that happened to touch the roof — each with a declared value. That is the only honest basis for a price on this page. Here is how they fall:
- under $10,000 — 256 permits (43%)
- $10,000–$20,000 — 116 permits (19%)
- $20,000–$30,000 — 102 permits (17%)
- $30,000–$50,000 — 49 permits (8%)
- over $50,000 — 77 permits (13%)
Six in ten come in under $20,000. The average across all 600 is $27,916, higher than the middle of the range because the big jobs pull it up — which is exactly why a single average is a bad way to budget.
A declared value is what somebody wrote on the application before the old roof came off. It tells you the league a job is in; it does not tell you what the final invoice said. It is still better evidence than a national average with the word “Austin” dropped into it.
Before you call anybody
Texas issues no state roofing licence — no trade exam, no state registration specific to roofing. So “licensed and insured” is doing all of its work in the second word. Ask for a current certificate of insurance with dates you can read, ask how long the business has actually been trading, and get the scope in writing before anyone starts.
One practical tip for this job in particular: Get the decking clause in writing with a per-sheet price. It is the single clause that most often turns a fixed quote into a variable one.
