Emergency Roof Tarping in Austin, TX

Austin’s building permit record contains exactly one entry mentioning roof tarping. That is not a gap in the data. Emergency tarping is temporary weather protection, not construction, so it does not require a permit — which means the city record cannot tell you anything useful about it, and any page claiming otherwise is inventing.

Everything below comes out of the City of Austin’s own building permit file and the Texas business register. Both are public records, and neither is what the advertising is based on.

What to do in the first hour

Before anybody arrives, the useful work is inside the house rather than on the roof:

  • Move what matters out from under the leak, and put a bucket down.
  • If the ceiling is bulging, pierce it deliberately with a screwdriver at the lowest point over the bucket. A controlled hole beats a collapsed ceiling, and a bulge means water is already pooling above it.
  • Photograph everything, including the water, before you clean it up. Insurers ask.
  • Do not go on the roof. A wet Austin roof in a storm is how people die doing this. The tarp can wait for daylight and for somebody insured.

What a tarp actually is

Done properly, a tarp is not a sheet held down with bricks. It runs from above the damaged area over the ridge, so water cannot get under the upslope edge, and it is fastened to battens screwed through the tarp into the decking. That means new holes in the roof — deliberately, in sound material, where they can be sealed later.

It buys weeks, not months. Texas sun destroys polyethylene tarps; anything left up past a couple of months will start shedding plastic into your gutters.

What it should cost

There is no permit data to quote here, so no honest figure comes from the city record. What is reliable is the shape of the pricing: tarping is charged as an emergency call-out plus materials, it is far cheaper than the repair that follows, and a reputable contractor will credit it against the repair if you use them for both. Ask about that credit before they start.

The one thing worth checking at 2am

Insurance. Somebody climbing onto your roof in a storm, in the dark, is doing the most dangerous work in the trade. If they are uninsured and they fall, the exposure lands on your homeowner’s policy. Ask for the certificate before they go up, even at that hour — a legitimate emergency contractor will have it on their phone.

Why there is no price table on this page

A single permit in Austin’s entire building record covers this work. That is a fact about permitting rather than about demand: the city requires a permit for construction, and emergency tarping mostly is not construction. So no honest local figure exists, and a site that gives you a confident Austin number for it has not counted.

What the record does support is the surrounding context. Across 600 residential permits that are roof work and nothing else, the declared values run from under $10,000 for 43% of them to over $50,000 for 13%, averaging $27,916. Use that for scale on the bigger jobs, and treat anything quoted for this particular service as a conversation rather than a benchmark.

There is a small advantage buried in this. Work that needs no permit also needs no inspection, which means the only quality control is the contractor and whatever you ask for in writing. Get the scope on paper even when the city is not asking anybody for anything.

Before you call anybody

Texas issues no state roofing licence — no trade exam, no state registration specific to roofing. So “licensed and insured” is doing all of its work in the second word. Ask for a current certificate of insurance with dates you can read, ask how long the business has actually been trading, and get the scope in writing before anyone starts.

One practical tip for this job in particular: Keep a heavy-duty tarp and a roll of duct tape in the garage. Not to go on the roof with, but so that whoever does turn up is not waiting on a hardware shop to open.
